  4.     The plan, said President-elect Frederik W. de Klerk, opens
  5. nothing less than "a new chapter" in South Africa's history. Passed
  6. last week by the ruling National Party, the outline calls for
  7. constitutional reforms to be introduced over the next five years
  8. that would provide limited voting rights to the country's
  9. disenfranchised black majority. The accord envisions a federal
  10. system composed of Swiss-style cantons, where suffrage in local
  11. elections would be universal.

  13.     But most of the new chapter sounded decidedly familiar. There
  14. was no talk of changing the body of law that lies at the heart of
  15. South Africa's apartheid. There was repeated mention of "group
  16. rights," a code phrase for continuing white control. The black
  17. Congress of South African Trade Unions dismissed the proposal as
  18. "old formulas." And despite the announced five-year deadline for
  19. reform, De Klerk, who is scheduled to take office in September,
  20. admitted, "I would not like to tie myself down to a timetable."
